There are no charges incurred to the consumer for emissions dvevices mandated by local state laws. Mostly the differences nowadays are a slightly different engine computer program with different calibrations for richness/shiftpoints/tuning. There may be a few minor "hung on" or plumbing mechanical differences on some cars... but the differences on some cars can be considerable.You can't register a car with the non compliant emissions in the state as a new vehicle, but because people may move to another state, you can register a used car (over 7500 miles on the clock). The VIN contains a letter or number that displays which emissions set up the car has.
