what kind of animal lover thinks it's best to leave their cat ouside???
in this instance, i wouldn't torture the cat. try torturing the neighbors! an air horn at ungodly hours would be sweet. or maybe spraying something cat-yummy all over their beater car. grab some catnip and sprinkle it on the beater. get the catnip bubble blow you can find in petstores and spray away on their car. try to make it more attractive to sit on that one. or better yet, grab some meat and run the juice all over their vehicle. i hear eggs make quite the mess on a car too. unfortunately they probably won't notice any additional damage done to their vehicle.....

i like the idea of calling animal control on them, but in some places it won't work because cats aren't required to be leashed or anything. and it could result in even worse for the poor kitty (if the shelter is a kill one in other words.....)
