He must have a deal going on with a dealer. I don't think Honda will sell directly to another shop. Some dealers will sell their parts to an independent shop at cost or barely above if they don't think it'll really effect their business.
A dealer here lost their good graces with Honda several years back & they couldn't get parts directly from Honda. They had to get them from a dealer. They also couldn't send their techs to school. That one didn't make sense to me because the poor quality work was how they got in trouble. Honda should've MADE the techs start over at school instead!!
