No ticket could mean 'no fault'.

I'm not sure in which state this accident took place but here in TX if 'anyone' get rear ended it is the fault of the person in the 'rear'. That person will be issued a citation for 'following too close'. That way their insurance is sure to 'pay up' when the time comes. I sure hope her insurance will pay because she could be singing a diffenent tune later. Let's hope that's not the case. How could the cop not write her up. Cute or not he should inforce the law. She was at fault.
