I would wager to bed that the LEDs were on the table initially in the design phase but since they were already increasing the cost of the Accord greatly over the 07 model they had to take "goodies" out to lessen the "sticker shock", especially if doing a year over year comparison....

Exactly why I don't like them. I had a Toyota 4 runner in front of me last night and it was painful. It left me blinding when I was blinking my eyes for about a minute just like after a camera flashes. A lot of it too has to do with how they are implemented, and in the case of the 4 runner, very horribly.
